Land allotment and the land management project in Kazakhstan
Adelya Narygeeva
Executive Director
Land allotment in Kazakhstan is not “receive an act and start building”. It is the authorized body’s decision to grant land from state ownership. The land management project is the next mandatory document: without it the boundaries never enter the Unified State Cadastre of Real Estate (EGKN), there is no identification document, and the right cannot be registered. A land commission opinion by itself does not put the plot on the cadastral map.
This guide is for clients in Aktau and Mangystau Region: when you need both steps, how allotment differs from subdividing a plot you already own, and where not to duplicate the existing stages, timelines and documents pieces. We run the full cycle on the land management and cadastre service page.
Allotment, project and boundary establishment are three different things
| Term | What it is | When it is needed |
|---|---|---|
| Land allotment | Grant of land from state ownership (Art. 43 of the Land Code of RK) | A new plot for construction, utilities, subsurface use or public needs |
| Land management project | The approved technical document: graphics, coordinates, explanatory note | Always after a positive commission opinion on a new plot; also for subdivision, merger or boundary change |
| Establishment / restoration of boundaries | Geodetic setting-out of already registered boundaries | A deal, a neighbour dispute, lost markers — not a substitute for allotment |
Confusing “allotment = cadastral survey” is expensive: the client collects the wrong pack, the crew mobilises without a commission opinion, the project is returned. If the plot is already yours, you do not need allotment — that is regularisation of an existing right.
When you need both allotment and a land management project
Both steps are mandatory if the plot does not yet exist as a cadastral object:
- construction outside already titled land use;
- a pad or strip for utility networks;
- allotment for subsurface use (well pad, field facility, quarry);
- grant via the cadastre / cadastral map when a vacant contour of state land is selected.
You do not need both if you subdivide or merge your own plots, clarify boundaries or restore markers. There the basis is the title document, not a selection act.
How the commission, the project and the cadastre connect
A short chain, without repeating the seven stages:
- Preliminary selection. Application to the akimat / via the cadastre. The location in the selection act cannot be changed.
- Land commission. A positive opinion is permission to start the project, not a cadastral number.
- Land management project. Field inspection, coordinate catalogue, scheme, explanatory note, neighbour agreements. Technical-part contents — in the documents checklist.
- Expert review and approval. Without an approved project the cadastre does not create the plot.
- Cadastral registration and title. After that the plot appears on the public cadastral map and can be disposed of.

Allotment types that get mixed up in Mangystau
For construction. Commission + project + cadastre, then the architectural planning assignment (APZ) and a building permit / start-of-works notice. Topo for the land project and topo for APZ are different deliverables: the first describes the plot being formed, the second the site situation and utilities for architecture.
For subsurface use. The pack adds a licence or subsoil contract (Art. 32 of the Land Code, Art. 20 of the Subsoil Code). Industrial category land in Mangystau almost always brings sanitary and protection zones.
Right-of-way for a linear facility. A pipeline, power line or road crosses other people’s land. This is not “one rectangle” but a corridor plus easements. Cadastral specifics — in cadastre for oil and gas.
Via the cadastre. A digital filing does not cancel the project. The map shows a vacant contour; boundaries “on the ground” are confirmed by survey.
What most often breaks allotment in Aktau
- A commission opinion exists but the selection act with a boundary scheme does not — or the reverse.
- The client asks to “just draw the allotment” from a cadastral-map screenshot, without field inspection of neighbours.
- A linear facility is filed as a compact plot — expert review returns the project.
- Aktau’s local coordinate system is not reconciled with SK-42 / cadastre parameters: the area on paper diverges from the reconciliation act (annexes 14–15 to Rules No. 180).
- No contract copy for subsurface use; no urban-planning justification for construction in a settlement.

What to order from a contractor
Say at the start whether this is a new allotment or regularisation of your own plot. That decides the pack and the approval route. GeoProGlobal runs land management and cadastral works from application to identification document: field survey, project, support through approval and cadastral filing.
Send the acts and commission opinion you have through the quote request — within one business day we will say what is missing and which work type you actually have.
Questions about this topic
How does land allotment differ from a land management project?
Allotment is the authorized body's decision to grant a plot from state-owned land. The land management project is the technical document that puts that plot's boundaries and characteristics into the cadastre. A commission opinion without a project does not register the plot.
Do I still need a land management project if I already have a land commission opinion?
Yes. The opinion records the preliminary selection. The project produces the graphics, coordinate catalogue and explanatory note; without an approved project you cannot obtain the identification document or register the right.
Can allotment be completed without surveyors visiting the site?
No. Field inspection and survey of turning points are part of the project's technical section. The cadastral map shows already registered boundaries and does not replace a survey on the ground.
Which documents are needed to allot land from the state?
An application, an identity document or a legal-entity registration certificate, the plot-selection act and a positive land commission opinion. The full list is set by MoA RK Order No. 180 and depends on the work type.
How long does land allotment take in Aktau?
Field survey of a small plot usually takes 1–3 business days. The land management project itself, with expert review and approval, is typically 14–45 business days plus the authorized body's queue. With a complete document pack the overall path is often closer to two or three months.
What happens after the land management project is approved?
The cadastral engineer files materials with Government for Citizens for entry in the cadastre, then ownership or land-use rights are registered. Only after that can you dispose of the plot or apply for construction.
Is allotment for construction the same as allotment for subsurface use?
The chain is the same — commission, project, cadastre — but the approvals differ. Subsurface use needs a licence or contract; linear facilities need a right-of-way strip. The location in the preliminary-selection act cannot be changed.
Do I need allotment if the plot is already privately owned?
No. A private plot is regularised: subdivided, merged or have its boundaries changed. The basis is the title document, not a commission opinion for a new allotment.
