Documents for a Land Management Project: Full Checklist for Individuals and Companies
Adelya Narygeeva
Executive Director
Documents for a land management project in Kazakhstan are set by an exhaustive list in the Rules for compiling a project to form land plots (Order of the Minister of Agriculture of the RK dated 3 June 2022 No. 180, as amended, including 3 April 2026). The contractor may not demand papers beyond that list. The client’s error is to bring “everything in the folder” but without a land-commission opinion for a new allotment, or without a title document for a subdivision: the project does not start, the field crew stands idle.
The checklist below is for individuals and legal entities in Aktau and across Mangystau Region. How allotment from state land differs from the project — in the guide to allotment and the land management project. Stage durations are in how long a land management project takes; the seven-step logic is in stages from survey to cadastre.
Two Different Grounds — Two Different Packs
The Rules split projects into:
- A new plot from state land (Article 43 of the Land Code of the RK) — basis: a positive land-commission opinion and the client’s application. The location shown in the preliminary selection act cannot be changed.
- Regularisation of an existing plot — basis: an application plus a title document. This covers subdivision, merger, taking for state needs, change of identification characteristics (boundaries), including linear objects.
Until it is clear which of the two cases you have, collecting a “universal” pack is pointless.
What the Client Brings (Text Part)
Common to all (clause 12 of the Rules):
| Document | Individual | Legal entity |
|---|---|---|
| Application to compile the project | yes | yes |
| Identity document | copy | — |
| Certificate of state registration (re-registration) | — | yes |
| Power of attorney / proof of authority | notarised copy if a representative acts | copy of the representative’s authority |
| Urban-planning documentation | when justifying decisions in settlements | same |
Additionally for allotment from state land:
- selection act or preliminary selection act (for construction outside a settlement — with a boundary scheme);
- positive land-commission opinion;
- where there are permanent buildings — title to the object or a commissioning act;
- for mining / subsoil / artisanal mining — copies of the licence or subsoil-use contract (Article 32 of the Land Code, Article 20 of the Subsoil Code).
Additionally for regularisation:
- copies of the title and identification documents for the plot;
- information on registered rights and encumbrances;
- where there are buildings — title to the object or a commissioning act;
- cadastral passport of the real-estate object — if available.
This is the set we request at the start of the land management and cadastre service.
What the Developer Prepares (Technical Part)
The client does not draw the schemes. The technical part includes an explanatory note, a field-inspection act (signed by the developer, the client and adjoining parties who took part), a plot scheme (plan) in the form for inside a settlement, outside a settlement or for a linear object, an approval scheme, and theodolite logs if that method was used.
From July 2026, coordinate reconciliation with the Unified State Cadastre of Real Estate (EGKN) graphics is documented by a reconciliation act (Appendix 14 to the Rules) or a non-conformity act (Appendix 15) if there are overlaps or a mismatch of area and side lengths. The project is made in two stitched copies: one for a structural unit of the Government for Citizens State Corporation, one for the client.
The Rules put approval of the scheme with adjoining parties and state bodies on the client. That is the most common delay in Mangystau: a neighbouring land user on a field does not sign the act for weeks.
Checklist Before the Crew Mobilises
- The work type is clear: allotment / subdivision / merger / boundary change / linear object.
- For allotment there is a protocol land-commission opinion, not only an “oral arrangement with the akimat”.
- For subdivision the plot is divisible, the designated use is preserved, and there is no agricultural-land prohibition (clause 9 of the Rules).
- For merger — the same designated use, the same right type, a shared boundary.
- Adjoining parties have been notified of the field inspection.
- If the plot is industrial (typical for Mangystau) — restrictions, buffer zones and easements have been collected.
Cadastre of oil and gas allotments is a separate specialism: see cadastral works for oil and gas companies.
FAQ
May a surveyor demand extra certificates “for safety”? No. The clause 12 list is exhaustive.
Does an LLP director need a power of attorney? If the signatory is the head named on the registration certificate — usually the legal-entity papers suffice. A representative under a power of attorney — a copy of authority.
Where can I view the plot before filing? The public cadastral map of the EGKN IS: map.gov4c.kz/egkn. The map shows registered boundaries; it does not replace a project.
Conclusion
The land-management checklist is not “as many papers as possible”. It is the exact set in MoA RK Order No. 180: one for a new allotment, one for regularisation. An individual brings an identity document, a company a registration certificate; the rest depends on the work type. Field survey in Aktau starts when that pack is closed.
